I`m new on this forum, and norwegian so I can`t speak deutch 
But I wonder where can I buy the MS design MSF2 rims? I wont the 20" MS design rims for my car, but there is no company in Norway that is importing this brand.

I have tried that with my local Ford dealer, but they could not find the price. The serviceman who helped me didn`t understand why he couldn`t find any price on that rims.
So I`m little bit confused

I see that the tyres on this rims are 245/35/20. Is that okey on Mondeo BA7? Or do I need 245/30/20?
I`m planning to lower my car with 30mm Eibach/H&R springs too.

This is a survey for a different rim, but same size and it is for the BA7 up to 2011 year of make.

According to this document (page 2) , you will need 245/30 R20 tyres for 8,5x20 rims on the BA7.

Okey, but in Norway it`s no point with TUV paper. You need to have the size of your rims and tyre in your registration paper 
Just stupid Norway and its rules here....
But I still need 245/30/20 so that the tyres won`t hit inside of the fender, am I right?

Sure, the idea with the survey paper was to look for a rim with your dimensions and what tyre size it specifies for the Mondeo BA7.
How to get these rim+tyre combination legalizied in Norway, no idea.
The mentioned survey paper has several obligations for the car owner, one of them is to bead the fender. Another to readjust the speedometer. But this is not for your rim.
I suppose, you will need the norwegian analogy of this survey paper for your MS rim and then look, what it says for this tyre size.

That is including shipping. Is that a good price?
